APP Licesnse shows up as allocated even though no one is selected

In the APP license allocation screen a license is marked allocated by none of the users are checked

License allocation still exists in TWBS_COM_LicenseAlloc table.

There are two possible ways this could happen.

1. A license was allocated to a user in a test company and it was never unchecked in the license allocation manager.

2. The company was removed in SQL but APP was never uninstalled properly. To fix this go to the TWBS_COM_LicenseAlloc table in the TWBS_SBO-Common DB and run a delete statement to remove any users that is associated to APP
