Issue
Missing SAP licenses
Symptom
The actual number or licenses allocated do not add up to the total amount of licenses
Cause
Improper removal of users from the system.
Resolution Notes
The client adds the total number of licenses allocated in their system and it is less then the number of licenses they own but there are no licenses left to allocate.
Open the B1Upf.xml in the C:\Program Files (x86)\SAP\SAP Business One ServerTools\License in an XML editor and remove users that should not be allocated a license
