Issue
Base Users get a UI API error when logging in.
Symptom
UI API Server is unavailable, the installation process will not start
Cause
User rights to SAPBoui
Resolution Notes
Log into the system with admin right. Open the control panel go to Administrative Tools>Component Services
Go to Component Services>Computers>My Computer>DCOM Config and right-click on SAPbouiCOM and select Properties
Click on the identity tab and change the radio button to The launching user.
Click OK
